Proposals Requested: Nearly $1,514,302 in Community Development Block Grant (CDBG) and in HOME Investment Partnerships Program (HOME) Funds




The Fairfax County Department of Housing and Community Development has announced the availability of nearly $1.5 million in funding under the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. Project proposals are being solicited to acquire, develop and rehabilitate affordable rental housing throughout Fairfax County. Applications are due by 4:30 p.m. on Friday, September 27, 2024.

The funding available under this request for proposals is an $1,514,302 total in funding ($1,193,354 in Community Development Block Grant (CDBG) funds and $320,948 in HOME Investment Partnerships Program (HOME) funds. Funding awarded to successful applicants must be used within 24 months of approval of grant awards by the Fairfax County Redevelopment and Housing Authority (i.e., project completion and fully occupied by beneficiaries). Projects should align with the Housing and Neighborhood Livability priority area outlined in the Fairfax County 20-Year Strategic Plan and with the county's One Fairfax Equity Policy. Eligible projects include acquisition, development, and/or rehabilitation of either (i) scattered-site rental units (condominium, townhouse, group home, or single family), or (ii) multi-family rental projects of 30 units or less.

The following populations earning at or below 60% of Area Median Income (AMI):

  • Persons aged 62 and older:

  • Persons living with disabilities (physical, mental, or sensory);

  • Veterans; and Youth transitioning out of foster care

  • Individuals experiencing homelessness (or at risk of homelessness);

  • Survivors of domestic violence earning at or below 80% of AMI.

Additional points will also be given to Permanent Supportive Housing projects, meaning projects in which supportive services are provided to allow households to live independently, particularly those experiencing homelessness or meeting special needs criteria cited above. 

A virtual pre-proposal conference regarding the application process will take place on August 29, 2024, at 1 PM via the MS Teams platform.
