George Mason University to Host Discussion Panel on Expanding Housing Choices

In 2021, law firm McGuireWoods released a study, “Zoning and Segregation in Virginia: Part 1,” which examined why neighborhoods remain racially and economically segregated a half-century after the Fair Housing Act of 1968. McGuireWoods has released the second part of the study which proposes state and local policy changes to increase housing opportunities for all Virginians. Removing barriers for less-wealthy households to live in or near high-amenity communities opens more economic opportunity.

Presenter: Scott Adams – Partner, McGuireWoods Scott heads McGuireWoods’ Land Use Practice Group and is a leader in the Northern Virginia land use and development field. Scott’s practice focuses on land use and development issues in Northern Virginia, where he assists developers and landowners in navigating the land use entitlement process, including obtaining rezonings, special exceptions, special permits, variances, and comprehensive plan amendments.

Discussion Panel: Emily Hamilton is a Senior Research Fellow and Director of the Urbanity Project at the Mercatus Center at George Mason University. Her research focuses on urban economics and land-use policy.

Tracy Baynard joined McGuireWoods Consulting in 1998. She successfully represents private sector clients in the areas of transportation planning, funding and policy; public-private partnership and innovative procurement; education policy; technology policy; and land use and economic development and procurement before state and local governments.

Jill Norcross joined Virginia Housing in 2020 as the Community Outreach Regional Manager for Northern Virginia. She plays a key role in Virginia Housing’s project development, community lending and relationship building initiatives that enable the state’s housing finance agency to respond to regional housing needs.
